ELECTION TO THE GOVERNING COUNCILS OF
I. ASIAN AND PACIFIC TRAINING CENTRE FOR INFORMATION AND COMMUNICATION TECHNOLOGY FOR DEVELOPMENT (APCICT)
II. CENTRE FOR ALLEVIATION OF POVERTY THROUGH SUSTAINABLE AGRICULTURE (CAPSA)
III. CENTRE FOR SUSTAINABLE AGRICULTURAL MECHANIZATION (CSAM)

Information concerning elections to the Governing Councils of APCICT, CAPSA and CSAM is contained in the Executive Secretary’s letters addressed to Seats of Government as well as in ACPR document No ACPR/359/INF/1/Add.1 dated 16 February 2015 and is reproduced below for attention of members and associate members of ESCAP.

Please note the deadline for submission of the nomination form is 12:00 noon on Tuesday, 26 May 2015.

As of 25 May 2015, nominations have been received from the following member countries in alphabetical order.

APCICT (host: Republic of Korea)

1. Bangladesh; 2. Cambodia; 3. India; 4. Indonesia; 5. Pakistan; 6. Philippines; 7. Sri Lanka; 8. Thailand; and 9. Tonga

(Note: Maximum 8 representatives of members and associate members of ESCAP, in addition to the host country)

CAPSA (host: Indonesia)

1. Bangladesh; 2. Cambodia; 3. Fiji; 4. Malaysia; 5. Pakistan; 6. Sri Lanka; and 7. Thailand

(Note: No fewer than eight, but no more than fourteen representatives, in addition to the host country).

CSAM (host: China)

1. Bangladesh; 2. Cambodia; 3. India; 4. Indonesia; 5. Pakistan; 6. Sri Lanka; 7. Thailand; and 8. Viet Nam

(Note: Maximum 8 representatives of members and associate members of ESCAP, in addition to the host country.

Other members and associate member countries are welcome to express interest in joining the Governing Councils of the respective regional institutions by filling in the attached nomination forms and submit the forms to the Secretary of the Commission by the above-mentioned deadline.

Information on the election to the Governing Councils of the above regional institutions is as follows:

I. Election to the Governing Council of APCICT

1. The three-year term of the present members of the Governing Council of the Asian and Pacific Training Centre for Information and Communication Technology for Development (APCICT) will end at the forthcoming seventy-first session of the Economic and Social Commission for Asia and the Pacific, to be held from 25 to 29 May 2015. The Commission will therefore elect new members of the Governing Council for the next three-year term (2015-2018) during the session.

2. All members and associate members desiring to seek election or re-election should complete the attached nomination form for submission to the Secretary of the Commission by 12:00 hours on Tuesday, 26 May 2015. A Conference Bulletin containing the list of nominees received by the deadline, together with other information will be distributed on the morning of Wednesday, 27 May 2015 with further information for the election.

3. The Statute of the Centre (Commission resolution 61/6) stipulates that: “APCICT shall have a Governing Council consisting of a representative nominated by the Government of the Republic of Korea and eight representatives of members and associate members of ESCAP elected by the Commission. The Council shall be elected for a period of three years but shall be eligible for re-election. […].”

4. The current APCICT Governing Council membership comprises the following countries: Bangladesh, Cambodia, India, Indonesia, Pakistan, Philippines, Republic of Korea (host country), Sri Lanka and Thailand.

5. Governing Council members are expected to participate in the Council meetings, to be held at least once a year, to provide guidance to the Centre as stated in the Statute of the Centre. The cost of participation of the Governing Council members in all meetings of the Governing Council will be borne by the Governments concerned.

6. To ensure continuity in the work of the Governing Council, elected members and associate members are expected to designate one representative to serve on the Governing Council throughout the period of membership.

II. Election to the Governing Council of CAPSA

1. The three-year term of the present members of the Centre for Alleviation of Poverty through Sustainable Agriculture (CAPSA) will end at the forthcoming seventy-first session of the Commission, to be held from
25 to 29 May 2015. The Commission will elect Governing Council members for the next three-year term (2015-2018) during the session.

2. All members and associate members desiring to seek election or re-election, including those which have already communicated their interest to the secretariat, are requested to complete the attached nomination form for submission to the Secretary of the Commission latest by noon on Tuesday,
26 May 2015. A Conference Bulletin containing the list of nominees received by the deadline, together with other information will be distributed on the morning of Wednesday, 27 May 2015 with further information for the election.

3. The Statute of the Centre (Commission resolution 65/4) stipulates that: “The Centre shall have a Governing Council consisting of a representative nominated by the Government of Indonesia and no fewer than eight, but no more than fourteen representatives of members and associate members of the Commission elected by the Commission. The members and associate members elected by the Commission shall be elected for a period of three years but shall be eligible for re-election. [...].”

4. The current Governing Council of CAPSA comprises the following countries: Afghanistan, Bangladesh, Fiji, Indonesia (host country), Malaysia, Mongolia, Pakistan, Papua New Guinea Philippines, Sri Lanka and Thailand.

5. Governing Council members are expected to participate in the Council meeting, to be held at least once a year, to provide guidance to the Centre as stated in the Statute. The cost of participation of the Governing Council members in all meetings of the Governing Council will be borne by the Governments concerned.

6. To ensure continuity in the work of the Governing Council, elected member countries are expected to later designate one representative who would, as far as possible, serve on the Governing Council throughout the period of such membership.

III. Election to the Governing Council of CSAM

1. The three-year term of the present members of the Governing Council of the Centre for Sustainable Agricultural Mechanization (CSAM) will end at the forthcoming seventy-first session of the Commission, to be held from
25 to 29 May 2015. The Commission will elect Governing Council members for the next three-year term (2015-2018) during the session.

2. All members and associate members desiring to seek election or re-election, including those which have already communicated their interest to the Secretariat, are requested to complete the attached nomination form for submission to the Secretary of the Commission latest by 12:00 hours on Tuesday, 26 May 2015. The members and associate members elected by the Commission shall be elected for a period of three years but shall be eligible for re-election. […].”

4. The current Governing Council of CSAM comprises the following countries: Bangladesh; Cambodia; China (host country); India; Indonesia; Pakistan; Sri Lanka; Thailand; and Viet Nam.

5. Governing Council members are expected to participate in the Council meeting, to be held at least once a year, to provide guidance to the Centre as stated in the Statute. The cost of participation of the Governing Council members in all meetings of the Governing Council will be borne by the Governments concerned.
