HLPF 2019 Side Event - Tackling the Perfect Storm: Empowering Societies for Disaster Resilience

High-level Political Forum 2019 Side Event

The geography of risks in the Asia-Pacific is changing and intensifying, as climate change, environmental degradation and critical socio-economic vulnerabilities are converging to create the ‘perfect storm’.

Addressing the 2019 theme of the High-Level Political Forum on Sustainable Development “Empowering people and ensuring inclusiveness and equality”, will therefore require a renewed urgency in reducing disaster risk. Disaster impacts are outpacing economic growth and will undermine its ability to reduce poverty and inequality by 2030. Furthermore, the impacts disproportionately affect the poorest and most marginalized people in the region, through disruptions to health, livelihoods and education that transmit poverty, marginalization and disempowerment across generations.

The side event is jointly organized in the margins of the High-level Political Forum on sustainable development by the Government of the Republic of the Philippines and the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), with the cooperation of Australia, Brunei Darussalam, Indonesia, Lao People’s Democratic Republic, Malaysia, Myanmar, Singapore, Thailand, Viet Nam, the United Nations Office for Disaster Risk Reduction (UNDRR) and the Asian and Pacific Centre for the Development of Disaster Information Management (APDIM).

The side event will provide a platform to exchange ideas on the theme of the HLPF, from the perspective of disaster risk reduction. Ministers and senior United Nations officials will share their experiences, practical solutions and lessons for other regions with the aim of introducing innovative policy tools, disaster risk reduction measures and applications of emerging technologies that can reduce extreme poverty, inequality and disaster risk. Speakers will also highlight opportunities for regional collaboration to reduce disaster risk.

ESCAP’s Asia-Pacific Disaster Report 2019 will also be launched during this side event. The report captures a comprehensive picture of the complexity of disaster risk, and the role of regional cooperation to address these transboundary development challenges. Copies will be distributed at the side event.
