Evaluation at ESCAP is defined as “a selective exercise, conducted in a formal and structured manner, to determine the relevance, efficiency, effectiveness and sustainability of a particular initiative. It may also be used, where appropriate, to determine the result of that initiative and may cover subprogramme, project or thematic evaluations.”
The primary purpose of evaluation at ESCAP is organizational learning for improved performance. For some evaluations, internal and external accountability to senior management, donors and member States may be the primary purpose.
To support a maximum degree of impartiality and independence of evaluation findings, external consultants conduct most evaluations.
Management considers the findings and recommendations of all evaluations at ESCAP and the response of management is consolidated in a ‘management response,’ which is included in the final evaluation report.

Evaluation Focal Point at ESCAP
The Strategy and Programme Management Division (SPMD) at ESCAP is responsible for coordinating the M&E function at ESCAP. Within SPMD, the Evaluation Unit provides quality support to evaluations, coordinates the formulation of a management response and disseminates evaluation findings and recommendations.
